Abstract
A scoping study on using transition credits to shift captive, off-grid coal-fired power plants to renewables.
Captive coal plants sit outside the national grid, serving smelters and industrial estates under long-term contracts that assume decades of remaining life. Retiring them early requires paying for generation that has already been financed — which is what a transition credit is for: a carbon asset created by the avoided emissions between a plant's contracted retirement date and an earlier one.
